A 4ft reading on an offshore buoy and a 4ft wave breaking in front of you are not guaranteed to be the same thing. Swell period is the single biggest reason those two numbers can drift apart.

Energy, not just height, travels in a swell
A wave's period reflects how much open-ocean distance and energy went into building it. Long-period groundswell carries dramatically more energy per foot of buoy height than short-period windswell does, even when the buoy reads the exact same number.
Reefs and points amplify that energy on the way in
When a long-period swell hits shallowing, focusing terrain — a reef, a point, a headland — that stored energy gets compressed into a taller, more powerful breaking wave than the open-water reading suggested. A beach break with a flat, unfocused bottom doesn't do this nearly as much.
This is why the same buoy number can mean two different days
A 4ft reading at 9 seconds and a 4ft reading at 17 seconds can produce genuinely different sessions at the same reef — one closer to what the number suggests, the other noticeably bigger and more powerful once it actually breaks.
